E siman aki un ejecutivo halto den Valero, sr. Bill Day, a expresa den medionan di comunicashon cu Valero lo no tin intencion di para su plannan pa desmantela e refineria. E noticia aki a trece hopi confucion, ja cu e ta contradeci loke e Minister encarga cu asuntonan di Energia a declara. Fuera di esey, si Valero no para e desmantelacion y pone on hold, e mocionan cu Parlamento a aproba ta core risico di perde sentido y ta bira mas dificil pa interesa companianan pa inverti den e refineria. 

E noticia cu Valero lo kier sigui cu e desmantelacion a sali net un par di dia prome cu a bira conoci cu Citgo Petroleum Corporation lo ta interesa den e refineria. No por exclui cu dor di interes di Citgo mas companianan petrolero lo expresa of confirma nan interes pa cu e refineria. Pues e ora ta importante cu Valero para su intencion di desmantela e refineria y duna espacio pa explora e re-apertura. 

Apart di esey aparentemente Valero lo no ta reaccionando riba invitacion di San Nicolas Business Association pa bin duna informashon riba e futuro di e refineria den un town hall meeting.

URGENT

Aruba, June 21, 2015

Dear Executive Team,

I am leader of and Senator representing the Real Democracy Party. I am also President of the Senate Committee that has been holding informational meetings, in reference to (efforts to explore the possibility of a reopening of) the refinery. 


As you may know the Senate of Aruba has recently adopted a Resolution in reference to the refinery, consisting in essence of the following proposal: A Committee should be formed a.s.a.p. to explore the possibilities of the reopening of the refinery and report back to the Senate; the exploration of said possibilities should be carried out and captioned within a foreseeable timeframe.

In light of said Resolution the news last week that Valero Energy Corporation would not wait any longer and will continue with its plans to dismantle the refinery, is relevant and of great concern. Certainly given the fact that in other relevant news it became known that Citgo Petroleum Corporation would be interested in purchasing the refinery and that the Committee mentioned above is planning tot visit Citgo and Valero soon.

Furthermore, the Senate has been advised that a number of factors have changed sufficiently in the refining industry, that could encourage other investors to acquire the refinery.

Given these latest developments and relevant positive market conditions, it therefore cannot be excluded that other interested parties could (re)state their interest in the refinery as well.

In 2010 major concessions were made by the State of Aruba to Valero in an effort to re-open the refinery and keep it operating. So, a fair chance was given to Valero to such an effect. In the same spirit, I request that you co-operate with the efforts to find another way to re-open the refinery and keep open this valuable contributor to our islands economic health and strength.

Therefore, in light of the aforementioned Resolution, the positive new developments, and given the importance of the refinery for our economy[1], I hereby would like to make a logical and most sincere request for Valero to put its plans to dismantle the refinery on hold. Postponement of Valero’s intentions to dismantle the Aruba refinery is paramount and needed, so that a suitable investor can be pursued for a possible re-opening.
